I have two questions regarding an Irish saying I would like to get as a tattoo when I visit Ireland.
1. Is the saying "There is no luck except where there is discipline" of Irish origin? I want to make sure it is not just some quote, but a saying that originated in Ireland.
2. What is the translation of this saying into standard Irish (CO)?

Ní bhíonn (an) rath ach mar a mbíonn (an) smacht.
There's no prosperity except where there is discipline.

rath = prosperity, abundance, usefulness.

I'd prefer the version with "an".
