I don't think
cá can be used like that to mean 'what', and I'd say it should be
a mhair not
ar mhair (direct relative).

Both singular and plural seem to be used by native speakers - the singular being more usual. On the old forum we generally recommended using the singular, ach níl a fhios agam cén údarás atá leis.
