Go dtí means literally "till come" So, dtí is a verb (come), at least originally; the following noun is its subject.
That's why there can’t be lenition.

But in case of Corca Dhuibhne (and prob. all place names without an article) you don’t use "go dtí" but simple "go"

go Corca Dhuibhne
