Dia daoibh arís.

I could have sworn I came across this the other day but I can't remember where so I'll just use the following as an example;

''Is maith liom a bheith i mbun oibre.''
''Is maith liom bheith i mbun oibre.''

Do you need the ''a'' again I can't find the specific example but I could have sworn I've come across examples that leave it out.

In Standard Irish there's no need for "a".
But in the dialects, esp. Connacht/Ulster, "a" is usually there.

Is the "a", whether included or omitted, the reason for the leniting beith?

Beith is now permanently lenited due to so commonly occuring after 'a', you'll see beith in some 17th and 18th century texts.
