Is "go dtig leat..." just another way of saying "gur féidir leat" ?

Yes, and it's listed as definition 4 here. I'm not 100% sure, but I believe it's most common in Donegal.

Yes, "thig liom = is féidir liom".
Thig liom sin a dhéanamh = I can do that.
