''Uile'' always seems to crop up in articles I read. Is there a particular time you use it or is it interchangeable with ''gach'' ? Could you say ''uile dhuine'' instead of ''gach duine''? also I've seen both together quite a bit ''gach uile rud'' is it just an emphasiser in this case?

I’d think:
an uile dhuine = gach uile dhuine = chuile dhuine = gach duine (either article or gach is necessary with uile)

na huile dhaoine means all people (rarely used)

an uile X can also mean the whole X (gach or gach uile can’t), e.g. an uile mhaitheas
an X uile means always the whole X, e.g. an tir uile
na X uile (X in plural) means all X, e.g. na daoine uile, na naoimh uile.

Sin an scéal uile.

chuile dhuine etc- is the norm in native speech. You might say "gach uile" if you wanted to be really emphatic about it.
