Nobody, as far as I know. Here they are giving recognition to a form nobody uses.
Those who use "níor" say "níor ú(i)rt", there's no lenited d there, simply because the independent form that people use, is "ú(i)rt", and the d' is understood as the d' in "d'ól mé" etc.

D'ól mé > níor ól mé
D'úirt mé > níor úirt mé.


I heard 'níor úirt mé' - never 'níor dhúirt mé' as you have said... It is sad that things like that were got wrong. I have that file and I didn't spot that. I'll have another more careful look, but there are probably other errors. :(
They tried including 'ní dhéarfaidh mé' officially - this form is as common as the grass amongst Connacht Irish speakers, but is not recognised in the 'official' grammar which only recognises 'ní déarfaidh mé'.
I checked this up, and it seems that the Department of Education does not mark it wrong in an exam if you put 'ní dhéarfaidh...'
At least someone was trying to go in the right direction in all of this.
