Probably so.
But it is strange. I would expect cá ceart (present) or cá cheart (past tense/cond.)
There should at least be kind of an understood copula in between which would prevent eclipsis.

Can cá be used with other modal/auxiliary verbs, e.g. cá (bh)féidir ... instead of cá háit is féidir ...?

IF it's dog, then it's ga-D-har

ḟéidh - isn't a declined form. I think it is found in fé mar a bhí - originally féidh. Maybe it has a different origin to faoi?

Of course you're right, it's 'if you only have a goat be in the middle of the park/field'
