Are both phrases completely interchangeable or are there any contexts which necessitate a particular one?
Please explain subtle differences/dialectal variations with examples.

I think it's only dialectical.

I agree. I heard "is cuimhneach liom" from people from Rann na Feirste, Tír Chonaill. It means "I remember" just like "is cuimhin liom". We also say "Tá cuimhne agam" in Tír Chonaill, same meaning.
