le meas" (with respect) is a complimentary closing in letters but otherwise "le" isn't necessary.
e.g.
to have respect = meas a bheith agat
I have respect = tá meas agam
may you have respect = go raibh meas agat
and here:
have respect! = bíodh meas agat!
gan in the first clause is just a negation, not really meaning "without" but simply "no" or "not",
an abridgement of either
gan eagla a bheith ort (not to have fear) or
ná raibh eagla ort (may you not have fear).
So there's no need for
le (with) in the second.
As a transition between the clauses there is "
ach" (but).
"but
with respect at you" wouldn't make much sense, I'd say.
