But there's a spelling error, a missing blank space (mara = if not instead of mar a = where there)
Fixed:

Ní bhíonn an rath ach mar a mbíonn an smacht.

(But: "Ní bhíonn an rath mara (Standard: mura) mbíonn an smacht." makes sense, too: .... unless there is discipline)
