I think if you use "bí" you're going want the habitual. "Ní bhíonn sé ag cur báistí go deo." Though I might read that as "It isn't always raining."
I'm leaning toward the the last one, but my brain really wants to make "báisteach" definite: "
Ní mhaireann an bháisteach go deo"
