On teanglann.ie, it mentions that "Is deimhin liom" can mean I'm sure that/I'm certain that.

But what is the actual proper, more accurate translation between the two? Or is there a better way to translate it?

If it's on Teanglann then it's correct, you won't find a better dictionary.

It's not an expression I'd use personally.
I'd say "Go deimhin (tá...)" "Certainly ....
